    Messy supply chains

    Extant research has made many advances in our understanding of how relatively stable, repetitive supply chains (SCs) can be run effectively. This study focuses on the less researched SCs that are not stable or repetitive. To capture the management challenges of this type of SC, a definition of "messy supply chains" (MSCs) for SCs presenting "wicked" (Rittel and Webber, 2007) or "messy" problems (Ackoff, 1981) is proposed. A conceptual framework is explored in the context of the literature on humanitarian operations.     Contracting for complex performance in markets of few buyers and sellers: the case of military procurement

Design/methodology/approach – The unit of analysis is the large-scale procurement programme. Two cases of major military platforms (naval and air defence) examine through-life maintenance or “contracting for availability” and build theory on procuring complex performance (PCP). Propositions are developed from the literature then tested and extended from the case analysis, supported by 35 interviews from buyer and supplier representatives. Findings – Examining UK military platform procurement reveals a perspective not present in fast moving high volume supply chains. In oligopolistic markets such as defence, the Ministry of Defence (MOD) represents a market of one, seeking ambitious and non-incremental innovation from the prime contractor during the procurement process. The new contractual arrangements show an increasing shift in responsibility to the prime contractor who coordinates service support and supply chain incentivisation over extended, often multi-decade platform lifecycles. Research limitations/implications – The cases were conducted separately and later compared. Whilst based on defence sources, the paper concludes with general recommendations for all public-private complex procurements and seeks to explore other industry sectors as part of further research into PCP. Originality/value – Examined from a theoretical and practical perspective, the cases reveal the challenges facing procurement in major public-private projects. The changing role identified reflects extended timescales and the quasi-market military procurement environment, compounded by current economic and politically charged conditions. Procurement by default increasingly plays a new shaping role in large-scale programme management driven by outcome-based contracting. Customers such as the MOD must re-evaluate their role under these new contractual arrangements, providing leadership and engaging with future contracting capability and innovation

    Port Supply Network Strategies: An ERBV Perspective

    Increasingly supply networks are recognised as the most meaningful level of analysis in many industries. Yet few studies examine the additional capabilities and revenue options generated by such alliancing. ERBV is one perspective that addresses how these alliancing related opportunities can create competitive advantage. The ERBV perspective and notion of relational rents is used empirically to understand three distinct port supply network strategies. Whilst this study is confirmatory regarding the basic tents of ERBV, beyond studying ERBV in a new context the study contributes to theory by reporting that, paradoxically, temporary relational rents can be generated without close partnerships

    Supply chain management in a messy context: the case of humanitarian logistics

    Based on literature on "wicked" (Rittel and Webber 2007) or "messy" problems (Ackoff 1981) a conceptual framework for “messy supply chains” is developed. Findings from a series of semi-structured interviews explore the presence and potential effects of each of the “messy” characteristics in humanitarian logistics (HL), with a focus on three case studies of humanitarian responses. Aspects of behavioural complexity are currently underrepresented in HL literature. This could be a major reason why tools and techniques from commercial logistics do not always apply in a humanitarian context, providing researchers and practitioners with new insights into potential approaches to HL challenges

    Service provider boundaries in competitive markets: the case of the logistics industry

    The study empirically investigates service provider firms’ attempts to move to higher value added market segments in competitive and fragmented markets; using logistics services as a context. Novelty is added by taking the provider not the customer or outsourcing actor perspective, common to current third-party logistics perspectives. Data were collected in the form of semi-structured interviews with management at various provider firms. The interview guide was based on theoretical constructs regarding tangible and intangible capabilities (RBV) as well as constructs related to governance and integration (TCE). Unlike customer focused studies, this study is able to identify what distinguishes the rare successful boundary crossing attempts that lead to a more profitable market position. The key finding which contradicts studies based on the customer/outsourcing actor perspective, is that a switch from a highly commoditized market position to a higher margin position is only possible, if relationships and network capabilities are leveraged, regardless of the assets and physical resources available to the firm. The presentation of service boundaries as both dynamic and fluid and the use of RBV are contributions, building on existing theory, illustrating why providers of commoditized services cannot escape from low-margin, competitive market positions simply by acquiring tangible assets

    Tagger's delight? Disclosure and liking in Facebook: the effects of sharing photographs amongst multiple known social circles

    The present work identifies the relationship between sharing photographs with different depictions in Facebook on relationship quality, which varies depending on the type of target sharing the photographs. With over 1 billion active users, disclosure on Facebook is frequent, considered a norm of online interaction, and actively encouraged by site providers. The extant academic literature identifies Facebook as an effective tool to connect with known and unknown others, and identifies the differences in sharing behaviour when users are aware of their audience. Operating within a lowest common denominator approach to disclosure on Facebook, the present work identifies the potential consequences to personal relationships when sharing day-to-day information. Results found from a sample of 508 Facebook users suggests individuals should actively adjust their privacy settings to ensure that even amongst flattened information – i.e. that deemed appropriate for release to all target types – disclosure does not harm current and potential relationships. Implications for, users, academic theory and disclosure practice are discussed

    Managing cyber risk in supply chains:A review and research agenda

    Purpose: Despite growing research interest in cyber security, inter-firm based cyber risk studies are rare. Therefore, this study investigates cyber risk management in supply chain contexts. Methodology: Adapting a systematic literature review process, papers from interdisciplinary areas published between 1990 and 2017 were selected. Different typologies, developed for conducting descriptive and thematic analysis were established using data mining techniques to conduct a comprehensive, replicable and transparent review. Findings: The review identifies multiple future research directions for cyber security/resilience in supply chains. A conceptual model is developed, which indicates a strong link between IT, organisational and supply chain security systems. The human/behavioural elements within cyber security risk are found to be critical; however, behavioural risks have attracted less attention due to a perceived bias towards technical (data, application and network) risks. There is a need for raising risk awareness, standardised policies, collaborative strategies and empirical models for creating supply chain cyber-resilience. Research implications: Different type of cyber risks and their points of penetration, propagation levels, consequences and mitigation measures are identified. The conceptual model developed in this study drives an agenda for future research on supply chain cyber security/resilience. Practical implications: A multi-perspective, systematic study provides a holistic guide for practitioners in understanding cyber-physical systems. The cyber risk challenges and the mitigation strategies identified support supply chain managers in making informed decisions. Originality: This is the first systematic literature review on managing cyber risks in supply chains. The review defines supply chain cyber risk and develops a conceptual model for supply chain cyber security systems and an agenda for future studies
